If I'm in the downtime "troubles", does that make me automatically rejected for applying, even though I used an alternate free URL source, to show my HTML skills?

A staffer personally responded to me, telling me I'm not allowed to apply, when I'm in downtime, but I was also just recently approved for two subjects in another category... so I think I still have the same rights to apply, don't I? :S

Since it's such a drastic measure to ask for a month extension in which none of your fanlistings are placed on troubles, the Senior Staff feel that you should be focused on getting your current fanlistings back up, not applying for new fanlistings.  This is particularly true if you are applying for multiple fanlistings (rather than, say, one big wishlist fanlisting) when your current fanlistings are down.  So, in cases like this, where owners are applying for multiple fanlistings, even though their current FLs have a month's extension due to downtime, staffers can decline to approve them for new fanlistings.
