I know many people have "rules" or guidelines set out for those who may be joining the fanlisting, as I myself do. Somehow, I came to the belief that it was against the network rules to force visitors to read the rules, through the use of code words or anything else, but now I can't seem to find that reference.
I ran across a listing that was using Javascript to force visitors to read and acknowledge thier rules page before allowing access to the join form. What I am wondering is, is this a reportable offense?

Yes, a fanlisting is breaking a rule if it requires any information other than name, email address, and country (such as a code word). You can send in a report form if you think a fanlisting is breaking that rule and just mention in the comments section the specific problem so the staffer will be sure to know what to look for.
