What if I want a name which is taken, but the user hasn't been active since 2004? Can I have my name changed still?

Questions for the Senior Staff / Permanent trouble checkers

I was looking at the main TAFL site and read that you're taking on staff as permanent trouble checkers. What are the difference, if any, between a "permanent trouble checker" and a "trouble checker"(like the existing ones)?
