Yes, obviously you can apply for fanlistings based on manga-only series. There are many fanlistings in TAFL that are for manga-only series or manga-only characters.
The only qualifier is that the manga must be a Japanese manga, and not a Korean manhwa, Chinese manhua, etc. Non-Japanese comic subjects belong at The Fanlistings Network.
