let see o.o I'm not that good explaining but I'll try my best X3.
A layout marathon is well, a marathon ^^;; or a layout event in which :
someone, the layout manager/leader, choose a topic, for example : a marathon about Tsubasa Reservoir Chronicles, and then post here at the layout marathon thread and/or build a page on which someone interested can provide his/her information (usualy: name, email, layout subject and url where is gonna be displayed). So in you case let say you want to make a Sakura layout, then you post on the thread or either contact the marathon leader and "join/get listed".
Then the url you've submitted when joinning must have up the layout of TRC: Sakura for the time the marathon will last (usually 4 weeks). The point of a marathon is (I think XD) having fun, create/make layouts and exchange links with other people who eventualy may become your friends because you like a subject they like so that's a good starting point, isn't it? :D .
Anyway, the link stuff works as a blog crew, you display all participants links so people visiting your site can take a look around and visit the others too. You'll often been required to just add a small code either be an iframe will buttons in a marquee or the popular button exchange code. Either way, it's all after the marathon leader so you'll just have to make your layout, a button and have it up on time that's it :flower:
*hope that helps ^^;;*
Oh so like its basically someone gives a topic of a anime/manga, and people make website layouts for it for that limited time and when another one rolls around, you make another? o-o; thats what i'm getting... but what happens for those people who want validated xhtml stuff and the iframe rotation codes aren't complying? what then o_o;;; xD
