Hi,
I was wondering if it's possiblke to send applications for manga's sidestories, for example in X/1999 there are short stories that tell some episodes of character's lives...

That would be considered part of the manga itself, in my opinion. Much in the way that we do not allow fanlistings for a "chapter" of a manga, sidestories would be out, as they would be part of the series fanlisting.

I agree.  I think the only exception would be if the side stories actually formed their own independent series and was more of a spin-off than a part of the actual manga, but this is rare.  Side stories are more like chapters, albeit "extras" or "prequels" or such.
