The Pokemon category covers the anime and the manga series, and where possible, we try and list all names we can definitely confirm match each instance. The problem is that there are so many various manga series (with alternating names) that the anime pulls from regularly as "inspiration" for new characters. For example, Silver is listed here (crosslisted from TFL), but his listings covers only the manga as far as TAFL is concerned. Shinji/Paul's design might have been based on Silver for the anime, but he is a separate character and that is why that name is not also listed next to Silver's. Is it sad that I know this just from doing apps? :unsure: It can get fairly confusing trying to keep up with all the various incarnations of characters while still trying to make sure to uphold the "Versions of" rule. There is (unfortunately, lol?) a reason Bulbapedia is in my bookmarks. :doh:;
So, for your situation, go ahead and send in an application for crosslisting, and include as much information/as many links with information as you can and I will decide how to list him. More than likely, he will simply be listed as Gold for his manga appearances, as I suspect the Kenta/Jimmy character is a similar situation to Silver's. *points above*
Hopefully, that helps! :x
